City Incentives

The City of Plainfield's Economic Development Office has many incentives and programs available for businesses to succeed in a challenging environment. Plainfield offers loans, grants and administers the state's Urban Enterprise Zone Program. Find out more about these incentives and how your business can benefit below. RBAC is a loan program available to start-up and existing businesses that cannot access financing from traditional lending sources. The City's Loan Fund Program has paired with RBAC to provide between $25,000 and $250,000 for business to use for commercial real estate, inventory, furniture, equipment, marketing, advertising, working capital, etc.

  • Rates start at prime plus 3%.

  • Terms up to 25 years.

  • No Prepayment Penalty.

To apply you must submit a completed application, along with a $30 application fee, payable to: RBAC, to the City of Plainfield Office of Economic Development or to the Regional Business Assistance Corporation. SID Camera Program

The Plainfield Special Improvement District (SID) has a grant program available for security cameras for businesses within the district. Many businesses have chosen to utilize the program, along with the UEZ Sign and Facade Grant, in favor of more passive security measures to replace the metal grilles in front of doors and windows. For example, a business can receive grant money for cameras from the SID and shatter proof glass from the UEZ Sign and Facade Program, making it possible to remove the metal grilles.

Urban Enterprise Zone

New Jersey's Urban Enterprise Zone (UEZ) Program, enacted in 1983, is an affiliate of the Department of Community Affairs. The program's charter is to foster an economic climate that revitalizes designation urban communities and stimulates their growth by encouraging businesses to develop and create private sector jobs through public and private investment. To participate in the UEZ Program, a business must be located within a designated UEZ, register with the State of NJ and be in tax compliance with the state.

Benefits to Businesses

  • Reduced Sales Tax to 3.5% (compared to 7%).

Job Creation and Local Hiring Requirements

UEZ businesses are expected to help increase employment in the zone. Within the first three years in the program, at least 25% of newly-hired employees must meet one or more of the following criteria:

  • Residents of any UEZ or UEZ municipality

  • NJ residents unemployed for at least six months prior to being hired

  • Recipients of New Jersey pubic assistance programs for at least six months prior to being hired

  • Determined to be low-income individuals pursuant to the Workforce Investment Act of 1998

  • Apply online here.

  • Add a business to the PBS account

  • Select the Urban Enterprise Zone Service Center in PBS

  • Complete and submit the UEZ Certification Application

The Urban Enterprise Zone Assistance Fund is to be used for the purpose of assisting qualified municipalities in which enterprise zones are designated in undertaking public improvements and in upgrading eligible municipal services in designated enterprise zones. The Sign and Facade Grant provides funds to target commercial/retail UEZ businesses with emphasis on upgrading or improving exterior commercial facades. This award will provide funds to qualifying businesses, increasing their consumer appeal and patronage. The following terms and conditions govern the Plainfield UEZ Sign and Facade (S&F) program:

  • Applicants must be certified with the UEZ program at the time of application and remain so as stipulated below.

  • Project physical design must meet the Plainfield UEZ Design Guidelines and be approved by the Economic Development Division and Planning Division.

  • Plainfield UEZ S&F Program provides a maximum of $25,000 or 75% of project funding on a reimbursement basis.

  • Building should be made compatible with neighboring areas through the careful application of architectural design elements. An individual development plan shall not be considered on its own, both with sufficient regard to the existing streetscape neighborhood and to the City in general. Appropriate consideration and respect should be given to abutting and nearby properties.

  • The Sign and Facade Program covers exterior improvements only, including:

    • Windows

    • Doors

    • Entrances

    • Awnings

    • Signs

    • Facade/Frontage Face


Google GYBO


Google's Get Your Business Online (GYBO) Campaign gives businesses a free website for one year. The GYBO campaign is a part of Google's Let’s Put Our Cities on the Map initiative to help local businesses increase their presence online. To get started, businesses just need to create an online listing and verify their business for free with Google My Business. You then can build a website that will be optimized for the best search engine results so people can find your business.


Financial Resources Federal Credit Union
